The work of the NTI TDK expert group was highly appreciated by the ASI leadership and recognized with “People Change the Country” award

Moscow, July 16, 2025—Andrey Aleksandrovich Ivashchenko, Chairman of ChemRar Group’s Board of Directors and Head of the Expert Group on “New entrepreneurship types based on advanced technologies (NTI TDK),” received the inaugural national “People Change the Country” award from the Agency for Strategic Initiatives (ASI) for his contributions to fostering new business areas and implementing cutting-edge technologies.

The NTI TDK Expert Group has established an effective mechanism for prompt government response to business community inquiries, focused on removing regulatory barriers in business operations. This includes eliminating redundant, outdated, and conflicting requirements in legislative acts.

The NTI TDK Expert Group composition, comprising leaders of major technology companies across various economic sectors, was approved at the March 26, 2020 meeting of the Presidium of the Government Commission on Economic Development and Integration, chaired by First Deputy Prime Minister of the Russian Federation Andrey R. Belousov. The Group is co-headed by Maxim A. Kolesnikov, Deputy Minister of Economic Development of the Russian Federation, and Andrey A. Ivashchenko, Chairman of ChemRar Group’s Board of Directors.

NTI TDK serves as a practical support mechanism for new business models leveraging breakthrough technological solutions. It contributes to shaping the future entrepreneurial ecosystem by removing regulatory barriers across various industries, significantly improving the business climate, attracting investments, and ultimately creating favorable business conditions.

In particular, during the work of the expert group, more than 60 initiatives were developed, of which 27 activities are included in the NTI roadmap. To date, 16 major initiatives have been implemented, such as accelerated registration of innovative medicines through post-registration research, introduction of a legal mechanism that stops the issuance of «evergreen» patents, development of measures to encourage the introduction of «green» technologies in transport and commercial navigation, legislative consolidation of the possibility of creating a waybill in electronic form. special permissions for heavy trucks, eliminate duplicate requirements for airlines in terms of security, which significantly reduced the administrative burden, expanded the terms and procedure for concessional lending to fast-growing technology companies in the segment.  Small and medium-sized enterprises on the MTK, as well as a number of initiatives in the field of secondary, secondary vocational and higher education, etc.

The award was established on behalf of the President of Russia and is designed to recognize leaders whose initiatives and projects have a significant impact on the technological development, economy and social sphere of the country. In his address to the participants of the ceremony, Deputy Head of the Presidential Administration Maxim Oreshkin read out the words of Russian President Vladimir Putin: «People are changing the country. This is true, because the aspiration, creative energy, and willingness of every person… to make life better around us is a key factor and a reliable basis for all our achievements and successes!»

ASI General Director Svetlana Chupsheva emphasized the importance of the contribution of all the laureates: «The country is being changed by people who believe in a dream and make it a reality. Together with our partners, we supported these bold projects at the start, and on this day we honor their authors… This is a celebration of talent, hard work and faith in Russia.»

About the award

The «People Change the Country» award is held for the first time, and its purpose is to emphasize the special role of initiative leaders in achieving national goals, promoting technological and entrepreneurial innovations, and developing Russia as a country of opportunities for implementing the most ambitious ideas.
